The main governing bodies in the editorial office of the journal are the Scientific and editorial Board, the editorial board and the editor-in-chief, appointed by the RNIIIS as the founder of the journal.

The Scientific and Editorial Board of the journal is the governing body that determines the development strategy and editorial policy of the scientific journal, which includes leading scientists from Russia and foreign countries.

The Editorial Board (editorial Board) of the journal is a collective operational management body acting on the basis of the Law of the Russian Federation dated 27.12.1991 N 2124-1 "On Mass Media" and an agreement with the founder, which includes persons with an academic degree (academic title) and/or work experience in the areas of journal publications in order to ensure the possibility of reviewing scientific articles authors.

Editorial board within the competence of the editorial office of the media:

- makes the editorial policy of the journal publicly available, containing information for the authors;

-  carries out the reception, registration and storage of incoming articles,  works with authors, evaluates the conformity of the content of incoming materials and organizes their internal and external review and scientific editing;

- responsible for the preparation of articles for typesetting and layout and is responsible for the quality of the content of published scientific articles;

- provides control at all stages of preparation for release, quality control and compliance with the release preparation schedule in accordance with standards, specifications and other regulatory documents in the field of publishing;

-  makes decisions on other issues related to the organization and activities of the journal in accordance with the legislation of the Russian Federation and the agreement between the founder and the editorial board (editor-in-chief).

The Editorial Board of the journal accepts for consideration the author's articles of scientists and researchers, as well as citizens conducting scientific research on their own initiative, on topical issues of theory, history, legislation and practice of its application, legal protection and legal protection in the fields of intellectual property and information law, as well as information materials on scientific activities for the subsequent acquaintance of the Russian and foreign scientific community with the new results of open scientific research in the field of fundamental and applied science in scientific areas determined by the nomenclature of scientific specialties in the nomenclature in force at the time of the establishment of the media in accordance with the legislation of the Russian Federation.

In order to ensure a high scientific level of publication, articles and materials that have passed mandatory review are accepted for publication in the journal, and in respect of which the editorial board (based on scientific novelty and practical significance, originality, clarity of presentation, accuracy of the information contained in the article and compliance with the journal's subject matter) has made a positive decision on publication, including:

- theoretical articles, including those describing new research methods;

- articles reflecting the results of completed scientific research;

-  articles on the history of science;

- materials of scientific conferences, seminars, meetings and reviews of scientific events;

- reviews of monographs and other types of publications;

- articles dedicated to anniversaries of scientists and memorable dates, etc.

Author's articles and scientific materials should include the following mandatory elements:

title of the article (in Russian and English);

abstract (volume: 200-250 words - in Russian and literary English, informative (does not contain common words); original (is not a tracing paper of the Russian-language annotation with a literal translation); informative (reflects the main content of the article and the results of research); structured (follows the logic of the description of the results in the article, contains coverage of the problem (Purpose), materials and methods of research (Methods), results (Results), Discussion (Discussion);

keywords (at least 15 - in Russian and English);

objectives of the article (setting the task);

the structure of the article (statement of the problem in general, justification of its connection with the most important scientific or practical tasks; analysis of recent studies and publications (including foreign ones) in which the solution of this problem has been initiated and on which the author relies; highlighting previously unsolved parts of the general problem to which this article is devoted; presentation of the main material with substantiation of the obtained scientific results; conclusions from the study and prospects for further research in this direction);

citation of at least 10 sources on the topic of the publication (by footnotes at the end of each publication, observing their numbering) and limiting self-citation to no more than two per article;

article-specific lists of sources (at least 10 in Russian and literary English, while References do not include documents without authorship, including regulatory acts);

information about the author, which includes: the author's full name (in the nominative case, first name, patronymic and surname; pseudonym), in full form: position or profession; place of work (name of organization, locality, name of country (for foreign authors); academic title, academic degree; postal address and email address, phone number [GOST 7.5- 98].

For the articles of graduate students, a recommendation of the department / department of the scientific organization where the dissertation is being prepared is also required in the form of an extract from the minutes of the meeting of the department / department, certified by the signature of its head.

By submitting his personal data in the article, the author, by his signature in the offer, confirms his consent to the storage, processing and use of his personal data by the Editorial Office and Publishing House by bringing them to the attention of an unlimited number of persons (except for the address, details of the identity document and contacts), to the extent necessary for the implementation of the exclusive the rights to the Work for the entire duration of this right.

The editorial board of the journal, the Founders and the Publishing House in their activities ensure compliance with the requirements of the legislation on personal data when collecting, storing and processing information about the authors received from them, including ensuring confidentiality with respect to information about their address and other contact details of the authors.

THE VOLUME OF PERSONAL DATA OF AUTHORS OF MATERIALS INTENDED FOR PUBLICATION in journals includes:

 - full surname, first name, patronymic;

 - mailing address for sending the author's copy;

 -  email address;

 -  academic degree;

 -  academic title;

 -  name of the position and place of work;

 -  name of the country (for foreign citizens).

When publishing a Work anonymously or under a pseudonym (except in the case when the pseudonym of the author leaves no doubt about his identity) The editorial board is the Representative of the author by law, who, in the absence of evidence to the contrary, has the right to protect the author's rights and ensure their implementation until the author of such a work reveals his identity and declares his authorship.

The interaction of authors, editorial board, editorial board, reviewers is carried out on the basis of the principles of editorial ethics, taking into account the decisions of the international Commission on Publication Ethics (Committee on Publication Ethics) COPE.

During the period for acceptance of the author's offer (two months from the date of receipt by the editorial board of the journal of the work and the author's offer), the responsible editor of the journal checks the content of the article for plagiarism and compliance of its design with the requirements for scientific publications in the journal, after which he sends a response (acceptance) to the author about acceptance / rejection of the article in the work. The date of the response (acceptance) by the Editorial Board to the offer (proposal) of the author is recognized as the date of conclusion of the contract (according to art. 433 of the Civil Code of the Russian Federation) between the author (other copyright holder) and the publisher / editorial board of the journal on the terms of a license agreement (exclusive license) granting the right to use the work in a periodical printed publication [Article 1286 of the Civil Code of the Russian Federation].

The editorial board of the journal ensures an honest, impartial and timely (within at least one month) review of articles proposed for publication, taking into account the rules of professional ethics and Instructions for COPE reviewers. At the same time, reviewers are notified in advance of the obligation to warn the editorial board of any possible conflict of interest before giving their consent to the review.

Review (examination of the article confirming its compliance with the requirements of relevance, novelty and practical significance of the conducted research, as well as the formal requirements of publication in a scientific journal) it is carried out within a month from the date of receipt by the members of the editorial board of the journal and /or attracted experts who have an academic degree and /or academic titles and experience in scientific work on the problems of this article and do not work in the same organization with the author of the article.

The authors are obliged (within ten days from the date of receipt) to take into account the comments of the reviewers and make appropriate corrections to the article or provide a reasoned response of disagreement with the comments of the reviewer. Returning the article to the author for revision does not mean that the article has been accepted for publication. If the author refuses to accept the reviewer's comments, the editorial board may appoint an additional reviewer from the editorial board. After receiving the material modified by the author, the editorial board reviews the article again. The final decision on the publication or rejection of the article is made by the editor-in-chief. In case of rejection of the article, the editorial board keeps one copy of the article with reviews and informs the author about the refusal to publish it.

No one has the right to oblige the editorial office to publish a work, letter or material rejected by it, unless otherwise provided by law.

No more than one article of each author is published in one issue of a scientific journal, and no more than two articles are co–authored.

The publication of scientific articles and materials of the authors is free of charge.

Each article should be presented as a separate file in MS Word format, illustrations - in black and white in tiff or jpg format.

The author guarantees that he is the copyright holder of the exclusive copyrights to the work submitted for publication and that there are no encumbrances on these rights (the pledge of the exclusive right, the presence of simple or exclusive licenses for the work from third parties, etc.), and also that the photographs submitted by him for publication were obtained with the written consent of the person(s), which are depicted on them.

The author's material must be signed by the author(s) on the title page with an indication of the date.

In case of non-compliance with the above requirements, the submitted copyright materials are not considered. Materials not accepted for publication are not returned to the authors. The authors are notified of the refusal to publish and its grounds.

Each issue of the journal is subject to mailing to information and library centers in accordance with the legislation of the Russian Federation on a mandatory copy. Electronic copies of abstracts in Russian and English of articles of each issue of the journal are posted on the WWW website: rniiis.ru and magazines within 10 days after the issue of the issue.

The editorial board of the journal on the terms of a sublicense agreement (a simple non-exclusive license) grants the Publishing House the right to use the works (articles) of the authors by publishing them in the journal.

The editorial board of the journal on the terms of a sublicense agreement (a simple non-exclusive license) grants the right to the Distributor for the subsequent distribution of the specified issue of the journal (reproduction; replication; publication; distribution; making it available to the public), both in printed and electronic / digital form by creating electronic copies of them and distributing them through placement in the integrated information resource of the Scientific Electronic Library in the Russian Internet zone without paying their rightholders remuneration, but with mandatory observance of the personal non-property rights of the authors.

In case of disagreement with certain provisions, the author or another person with exclusive rights to the work may specifically stipulate the terms and nature of the use of the work provided to the editorial office [Article 42, the Law of the Russian Federation "On Mass Media"].

The moment of response (acceptance) by the Editorial Office to the offer (proposal) of the author is recognized as the conclusion of the contract (according to art. 433 of the Civil Code of the Russian Federation) between the author (other copyright holder) and the publisher / editorial board of the journal on the terms of a license agreement granting the right to use the work in a periodical publication [Article 1286 of the Civil Code of the Russian Federation].
